Abstract

The aim of this text is to analyze the relationship between public policies and race and ethnic inequalities in Brazil. Citizenship is essential to democracy and fundamentally political, but it may coincide on the universal rights, which are broader and more general. Our goal is to analyze the public policies in a society characterized by structural inequalities on which the rights of citizenship are not effectively guaranteed to some segments, such as women, homosexuals and black people among others. The focus is on black Brazilian men and women who are the ‘heirs’ of losses tied to a past colonial history. Black people are also agents in synchronic interactions experienced in sociocultural affairs, which are, in their turn, also responsible for processes of subordination.
