Abstract
The law 12.711/2012 implied a significant change in the profile of the students of public universities, allowing the entry into higher education of people historically excluded from accessing social goods and services. However, self-declaration as an exclusive criterion enabled white people to access higher education using racial quotas for blacks. In this sense, it was necessary for UFRB to create the Committee for Follow-up of Affirmative Policies and Access to the Quota Reserve, which includes the self-declaration benchmarking committee (CAAD) that performs the heteroidentification procedure, with the phenotype as the sole criterion. The data suggest that commissions can be an excellent instrument of control in that it prevents the access of white candidates to racial quotas, thus ensuring access only to those who are subject to rights.
