THE INFLUENCE OF DIGITAL EXCLUSION IN THE PARTICIPATION OF BLACK AND BROWN WOMEN LIVING IN THE STATE OF BAHIA IN THE ENEM BETWEEN 2016 AND 2019

Abstract
According to the analysis of the living conditions of the brazilian population carried out by IBGE in 2018 and a survey about digital exclusion carried out in 2016, the majority of the black population doesn`t have access to the internet. Digital exclusion reflects social inequalities and this is an obstacle to the insertion and participation of black women and black men as citizens in Brazilian society, is an barrier to purchase properties and consequently affects the use of time, especially black women, who are responsable for the housework and home care. This article purpose to investigate the impact of digital exclusion on the performance of black and brown women living in the state of Bahia in the tests of the National High School Exam, and analyzes factors of influence under different aspects. The results obtained demonstrate that with access to the internet they demonstrated, on average, superior performance in all disciplines in relation to those digitally excluded, and that positions in textitranking of the GDP per capita of the municipalities that present the highest digital exclusion indexes follow the positions in the performance ranking of the digitally excluded. So, digital inclusion is a relevant factor in performance and a needed for public politics for digital inclusion in order to ensure the right to access the Internet, as described in the Universal Declaration of Human Rights, and enable satisfactory performance in the National High School Exam.
