Abstract

This article is the result of the presentation of the implementation process of the
Universidade Federal de Pelotas (UFPel) Heteroidentification Commission, in the “I Seminário
Nacional de Políticas de Ações Afirmativas nas Universidades Brasileiras e a atuação das bancas
verificadoras de autodeclaração na graduação (Campo Grande/MS)”. The objective, through the
experience of the UFPel, is to understand the mechanisms through which the reservation of vacancies
for Blacks, Sparrows and Indigenous Peoples (PPI) was threatened in the self-declaration process
through “frauds” in their occupation by non-black and non-indigenous. As a result, UFPEL is
undergoing a technical, administrative and political reorganization, engendered by the
heteroidentification committees. It is understood that these, the commissions, should be granted as
mechanisms that not only prevent the inappropriate occupation of vacancies for PPI. They are also
triggering reflections on the Brazilian racial context in which quotas for blacks are inserted and the
educational dimension of all moments of the heteroidentification commission
