ANALYSIS OF THE PERFORMANCE OF BLACK QUOTISTS AND NON-QUOTISTS IN PUBLIC CONCOURSES FOR POSTS OF ADMINISTRATIVE TECHNICIAN IN EDUCATION AT UFRJ/BRAZIL

Abstract
This article aims to analyze whether there are substantial differences in the performance of black quotists and non-quotists in public concourses for Administrative Technician in Education (ATE) of the Federal University of Rio de Janeiro (UFRJ, Brazil) done since 2014, the year in which was published the federal law nº. 12,990, that determined the creation of racial quotas for black people in public concourses in Brazil. In methodological terms, the present research is descriptive, and the information related to the candidates' performance was extracted from the UFRJ Personnel Department website. In summary, the reflections in this article pointed out that there is no evidence of substantial differences in the performance of black quotists and non quotists in public concourses for ATE held by UFRJ as of 2014. Therefore, is inconsistent the argument that racial quotas would allow people with low levels of performance to access jobs in public administration.
